Big Plans for little village

If Kettle Moraine Highlands is as attractive a community as developers Tod Hellmann and Oyvind Solvang believe it is, the village of Glenbeulah might soon be doubling in size.
   "I think we're going to have something there that's going to be very special," Hellmann said of what they like to call "a residential community with the charm of a bygone era nestled in the Kettle Moraine Forest."

 Kettle Moraine Highlands is the northeast corner of Glenbeulah, a small village just a few miles southwest of Elkhart Lake. The current plans for the devlelopment include 83 lots, which could significantly increase the current population of about 400.
   Hellmann has been in the home construction business for aobut 10 years, working with other firms. Solvang, who is originally from Norway, is an investment banker living in the Milwaukee area. Both have second homes near Greenbush--not far from Glenbeulah--which is how their partnership developed.
   Hellmann said their plan is to create a subdivision with lots and homes affordable to the average family--10 to 15 percent lower than the area market--but also to develop it in a way which will give it that safe, old-time village feel.

While lots will range in size from one-fourth to one-half acre, homes will have smaller front yards than many contemporary developments (although backyards will be larger). Streets will have curb and gutter, trees planted four feet back from the curb and streetlights. Kettle Moraine Highlands will have a single entrance into it from Akin Street, although streets within the development will be municipal and maintained by the village which also plans to upgrade Akin Street. Lots will be fully improved with sewer and water.
   Hellmann said the only similar development he knows of in the area are those found in Kohler. He said the Village of Glenbeulah--including former president Richard Bauman and current president John Steffes--have been extremely cooperative in making this major development happen. Hellmann also credited area National Exchange Bank offices with which he has worked, as well as the Stemper family which made some acherage available for purchase.
   The subdivision will be architecturally controlled by a committee which will include the two partners. Some of the looks for which they are going are steeper roof pitches, raised front porches, garages which cannot extend more than six feet past the front of the home, and daylight basements. While Hellmann's Hillcrest Homes will serve as a general contractor and has a variety of home plans from which people can choose. Hellmann said other plans which they approve are also welcome. He said he plans to team up with five or six are builders and many local subcontractors.
   Hellmann said he and Solvang are looking to attract young couples, people looking to upgrade, some empty-nesters and people who enjoy nature as the Kettle Moraine State Forest is located right across the road from Kettle Moraine Highlands.

  Hellmann said he is hoping construction can start around Thanksgiving as the village has approved three early-start permits. Ground will be broken toward the end of this month for a model center which should be completed in January or February.
   Hellmann said he is working to establish an office for the development in Glenbeulah. A phone number is already active--(920) 526-3600--and anyone who calls and leaves contact information will receive a packet of information 10 days before official construction information is announced to the general public.
   The first phase of the project will include 25 lots, and Hellmann said he and his partner will take a look at their progress next summer and determine whether or not to start the second phase.
